If Glasgow University is contemplating any new building projects in the near future, its finance director may be getting nervous. Sir Muir Russell, Glasgow's principal, has been fingered as "technically" responsible for the fiasco of the Holyrood Parliament building's costs, which spiralled more than tenfold from £40 million to £431 million. Lord Fraser of Carmyllie concluded that there was no single villain of the piece, but lambasted civil servants rather than ministers, declaring: "Clearly the top man was Sir Muir Russell."
