Higher Education Minister Bill Rammell's enthusiasm for his brief has never been in doubt. However, the minister may have rather overegged the pudding when he described the introduction of the new 14-to-19 diplomas in schools as the "most radical reforms to education anywhere in the world".

Can that be true? Could they truly be more radical than the educational transformations currently convulsing India and China? Peep understands that the Government needs to sell these diplomas to an education establishment deeply disappointed at its rejection of the Tomlinson reforms - but really.
