An Offa Lampl can refuse

Speculation is intensifying as to who will head the new Office for Fair Access if the higher education bill becomes law. Millionaire philanthropist Sir Peter Lampl has told Charles Clarke, the education secretary, that he doesn't want the job. So who else might the government ask? Sir David Watson, director of Brighton University, is one candidate, as is Baroness Kennedy, the radical lawyer who relinquishes the chair of the British Council in October. Sources at the English funding council - who are greatly miffed that Offa is being created in their patch - suspect the government may seek to appoint someone from outside the sector.
