Subject: Adoption of the Decision of the Council and of the Representatives of the Governments of the Member States of the European Union meeting within the Council on the signature and provisional application of the agreement on the promotion, provision and use of GALILEO and GPS satellite navigation systems and related applications

1. The Commission has negotiated an Agreement on the promotion, provision and use of GALILEO and GPS satellite navigation systems and related applications with the United States of America on the basis of the negotiating directives drawn up by the Council on 30 September 1999. The agreement has been initialled on 11 May 2004. On May 2004, the Commission has submitted a proposal for the signing of the above Agreement between the European Community and its Member States and the United States of America.
2. On 11 June 2004, the Council (Transport/Telecommunications/Energy) agreed in substance to sign the agreement with the US on compatibility and interoperability between the GPS and GALILEO systems provided that the radio frequency compatibility document is finalised.
The signature of the agreement is expected to take place at the EU-US Summit on 26 June 2004 in Dublin. In order to achieve this objective, all parties involved are requested to carry out the necessary procedures at all levels, including the national procedures leading to plenipotentiary powers to sign, as a matter of the highest priority.
