Programme

Aim
To bring together the funding providers and other regulators in the Higher Education sector to facilitate discussions on the opportunities available for making accountability and the associated regulation in the sector more efficient. In particular, to clarify the risks being addressed by regulation and how this could be acheived through a common framework.

Participation
Senior representatives of the key funding providers, other regulators, Higher Education Institutions and the National Audit Office as external auditor. There will also be a facilitator. Whilst the focus will be on the sector in England, regulators from outside England will be participating.

Background
The Higher Education Funding Council for England undertook a consultation in 2005 on a new process for "Accountability in higher education institutions" (July 2005/31). HEFCE has been developing its approach in consultation with the sector and the NAO wishes to endorse and build on the aims of that approach. Funding is provided in a variety of ways: core funding, capital, teaching, research, and with different aims: sustainability, improving teaching quality, collaborative research, widening participation.
