Subject: Draft Recommendation of the European Parliament and of the Council to facilitate the issue by the Member States of uniform short-stay visas for researchers from third countries travelling within the European Community for the purpose of carrying out scientific research
1. The Commission submitted the above proposal to Council on 30 March 2004, as part of a "package" of measures aimed at facilitating the mobility of students of science, scientists and researchers in order attract this group of persons to the European Union.
2. At the meeting of Coreper on 23 June 2004, the general approach on the text set out in the annex was agreed. Council is therefore invited to confirm the general approach on the draft Recommendation, pending the opinion of the European Parliament, at the Environment Council on 28 June 2004.
