Even if Robert Campbell were proved right that open-access publication costs could end up as high as subscription costs, the increased benefits from open access to everybody - including publishers taking positive action - will result in better value for money from the public purse. Authors will gain from higher numbers of citations, funding agencies from more use of the research they fund, the business community from knowledge transfer and publishers from a more secure income stream.
