Margaret Hodge's desire that we concentrate on intellectual achievement, not social stratification, is to be applauded. But she should recognise the crucial role of new universities, university colleges and institutes in widening participation.

These institutions provide higher education opportunities for citizens who would otherwise be denied a chance. They need practical help as well as thoughtful criticism. Failing to support them assists the powerful forces that favour educational exclusion.
