Universidad de Manila is a public-funded university located in Manila, Philippines, and operated by the City Government of Manila. It was established in 1995 as the City College of Manila before becoming Universidad de Manila in 2006.
Its mission is to provide tuition-free and subsidised education for qualified residents of the city of Manila. The university forms part of the city’s wider initiative to expand access to higher education for students from low-income communities across the capital region.
The university is located in Ermita, a historic district of Manila dating back to 16th-century Spanish colonial rule. The area is home to several major higher education institutions.
Academically, UDM offers undergraduate and selected graduate programmes across six teaching colleges: health sciences, education, law, arts and sciences, business administration, criminal justice, and engineering and technology. It also provides a National Service Training Programme, which focuses on developing community leaders, and a University Identity Course designed to encourage students to reflect and uphold the university’s core values.
The Centre for Micro-Credentialing and Industry Training further supports students through practical, skills-based learning and competency development aligned with workplace needs.
Through its University Research, Extension Linkages, and International Affairs (URELIA) Office, the university facilitates internship opportunities with local government units and public institutions across Manila. It also coordinates research activities, community engagement initiatives, and international partnerships.
