North Eastern Mindanao State University (NEMSU) traces its origins to 1982, when Bukidnon State College established an educational centre in Tandag, Surigao del Sur, Philippines. The institution later developed through a series of institutional changes, and formally became North Eastern Mindanao State University in 2021. 

Today, it operates as a multi-campus state university system serving both the educational needs of the Caraga region and as a regional research institution in northeastern Mindanao.

The university operates across several campuses in Surigao del Sur, including Tandag (main campus), Cantilan, San Miguel, Cagwait, Lianga, Tagbina, and Bislig. The Lianga campus is a key fisheries and marine science hub in the Caraga region, with courses and research including marine ecosystems, aquaculture, and coastal resource management, such as mangrove conservation and seaweed production. The Tagbina campus further supports applied learning through a large demonstration farm and agricultural production systems, whilst the San Miguel Campus is known for its agriculture and forestry-related programmes.

The university offers undergraduate, graduate, and doctoral programmes across a wide range of disciplines, both vocational and academic. Courses include engineering, agriculture, forestry, fisheries and marine sciences, environmental science, information technology, business administration, public administration, criminology, hospitality and tourism management, teacher education, and law. Advanced programmes include postgraduate degrees in computer science and doctoral studies in education and related fields.

The university places strong emphasis on engagement with local communities in agriculture, fisheries, forestry, and coastal development. Across its campuses, it supports applied learning and community-based programmes that respond to regional needs in the Caraga area.
