Over lunch, Ministers discussed with Vice-President Loyola de Palacio on the state of play of the contacts with third Countries, among which the recent Commission's proposal for a Council decision on the signing of the Cooperation Agreement on a Civil Global Navigation Satellite System (GNSS) - GALILEO between the European Community and its Member States and the People's Republic of China.
