Academician Abel Aganbegyan, one of the principal architects of perestroika in the former Soviet Union, has been charged with "stealing" two buildings belonging to the Academy of the National Economy, where he is rector. In June 1996 he allegedly transferred the buildings to the Higher School of International Business Relations joint stock company, which he also heads.
