The American Association for the Advancement of Science said that the cost of completing the International Space Station, resuming space-shuttle flights and meeting President George W. Bush's goal of putting men back on the Moon by 2020, will mean cancellation or delay of missions related to global warming, better weather forecasting and an extended life for the Hubble space telescope.
