Tuition fees in Scotland

The Government's decision to introduce student tuition fees in 1998 has also created unforeseen problems in Scotland, as students who have just completed Highers appear to be spurning the Certificate of Sixth Year Studies in a bid to get into university early, and avoid tuition fees next year.
