The potential socio-economic impacts of introducing intelligent safety systems - call for tenders

The European Commission has published a call for tenders for an exploratory study on the potential socio-economic impacts of the introduction of intelligent safety systems in road vehicles.

The contract will involve:

- taking stock of the available material on the specific subject and identifying existing gaps;

- developing a methodology to assess the potential impact of intelligent road (vehicle) safety systems in Europe, considering 2010 and 2020 as the target years for the short and medium term; this methodology should also account for the impact of combined systems (fusion of sensors, integration and use of multiple active safety systems together);

- providing the parameters/factors for estimating the socio-economic benefits which can be obtained due to the reduction of fatalities, injuries and property damage accidents resulting from the introduction of intelligent road (vehicle) safety systems; such parameters should include both internal costs (such as improved journey times, reduced congestion, infrastructure and operating costs) and external costs (environmental impacts, medical care costs, etc.);

- providing a framework for exploring likely market deployment scenarios for intelligent road (vehicle) safety systems - including equipped versus non-equipped vehicle fleet considerations- and for delivering well justified estimates of expected benefits and costs per likely scenario, with the emphasis on technologies and systems which hold the most promise.
