The European Commission's ambition to harmonise qualifications throughout member states should begin with taxi drivers, undoubtedly the most homogeneous professional group to be found. A delegate to last week's European Student Fair in Brussels, taking a taxi to her hotel, was harangued throughout the journey on "la maladie de la vache folle".
