Iran has offered scholarships to Muslim Turkish students who cannot attend university because the country bans religious headscarves on campus. Such students will be exempt from entrance examinations. Iran's offer also extends to those affected by restrictions on religious dress in France. But Turkey's authorities have warned that most Iranian degrees will not be recognised.
