So much for the new, improved "light-touch" quality assurance regime that was supposed to herald a new era of public accountability.

The first of the new audit reports - on University College Chichester - reads: "UCC provided the Agency with DSEDs for each of these programmes or clusters of provision. The central element of each DSED was an annual monitoring report written by subject teams to a template developed by UCC to match the specification for a DSED provided in Annex C of the Agency's Handbook for institutional audit: England. This procedure was adopted by UCC to allow it to offer a wide range of provision for DATs and to contain the burden of preparation for the DAT element of the audit for its staff."
