Shephard stands by appointment procedures

Gillian Shephard, the secretary of state for education and employment, has defended the practice of appointing heads of institutions to the funding councils and of retaining Training and Enterprise Council representation on further education college governing bodies in her response to the Nolan report on standards in public life. Separate university working groups addressing student and staff appeals and whistleblowing after Nolan expect to report in the next two months.
