Scottish setback

Universities Scotland and the Association of Scottish Colleges have issued a joint statement calling for a substantial rewriting of draft legislation to merge Scotland's higher and further education funding councils. They say they have "serious concerns" about the draft bill and warn that the council must not get involved in micromanaging further and higher education.
