Italy's highest court has awarded a student at Bologna University e415 (Pounds 250) in damages for "anxiety" caused by the inefficiency and rudeness of university administrators. The verdict establishes the principle that administrations must deal with students with reasonable efficiency and courtesy. The student can claim further damages from an administrative tribunal for material losses incurred as a result of bureaucratic delays.
