REPORT on the proposal for a European Parliament and Council directive amending Council Directive 86/609/EEC on the approximation of laws, regulations and administrative provisions of the Member States regarding the protection of animals used for experimental and other scientific purposes Committee on the Environment, Public Health and Consumer Policy Rapporteur: Caroline F. Jackson
With regard to commitology your draftsman follows the traditional approach of the Committee on Budgets. She therefore tables two amendments which aim at replacing the proposed Regulatory Committee Procedure by the Advisory Committee Procedure.
2.3. Future full revision of Directive 86/609/EEC
Your rapporteur would like to seize this opportunity to state that the future full revision of the Directive should indeed be used to improve the controls and welfare of certain species such as non-human primates. She believes that the external costs of rehousing and care taking of animals that have been used for experiments must be incorporated in research expenditure and be eligible for support from the European budget.
