Subject: Proposal for decisions (EC, Euratom) concerning the Seventh Framework Programme for Research and Technological development (2007-2013) - Building the Europe of Knowledge

1. The above proposal was presented to the Council and European Parliament by the Commission on the 6 April 20051. Following on from the conclusions of the March European Council where Research and Technology are considered essential factors to the relaunched Lisbon strategy, the proposal will contribute to the "Triangle of Knowledge", together with education and innovation which underpin the knowledge based economy and is vital for increased European competitiveness and growth. The proposal is accompanied by a Commission communication and a Commission staff working document. The former sets the Seventh Research Framework Programme proposal in the Lisbon strategy and ERA context and the latter concerns simplification/rationalisation in the seventh framework programme.

It is further recalled that the seventh framework programme proposals are to be considered in parallel with the proposal concerning the Competitiveness and Innovation Programme (CIP) which was also adopted by the Commission on the 6 April 2005.

2. The Presidency intends to take forward as expeditiously as possible work on the Seventh framework programme. It will make every effort, in cooperation with the future Presidencies (UK and AT), to respect as far as possible the indicative timetable suggested by the Commission to enable the decisions to be taken by mid 2006.
