Meanwhile, Conservative leader Michael Howard is worrying about the bank accounts of the middle classes. He told Conservative Future at the weekend that Labour's plans were wrong because of their "mean-spirited means test". He pledged to scrap the test and keep maintenance grants for students on low incomes. Quite how you know who the poor students are without a means test he neglected to mention.
