Lack of fulfilment

There's a nice nostalgic touch to the Confederation of British Industry's inability to get its Dearing submission in on the due date - they have been given special dispensation to send it in next week.

Now one side of industry has revived the once-chronic inability of British industry to fulfil delivery dates, any chance of the Trades Union Congress refusing to hand in its submission at all, then settling it all over beer and sandwiches with Sir Ron?
