Student protests and overreaction by police have forced president Leonid Kuchma to cancel plans for a university in Sumy, northeastern Ukraine. Academics and students objected to the plan to merge the city's agricultural, state and teacher-training universities into a single Sumy National University, fearing it would mean higher fees and a deterioration in quality.
