Subject: Adoption of a Council Decision on the signing of the Agreement for scientific and technological cooperation between the European Community and the United Mexican States
COMMON GUIDELINES
Consultation deadline: 11 October 2003

1. On 18 July 2003, the Commission submitted to the Council its proposal for a Council Decision on the signing of the Agreement for scientific and technological cooperation between the European Community and the United Mexican States.

2. The Agreement has been negotiated on the basis of negotiating directives adopted by the Council on 12 July 2002 and it was initialled on 2 April 2003.

3. At the meeting of the Research Working Party on 15 September 2003, an agreement was reached on the text of this Decision1.

4. It is suggested, therefore, that, subject to the lifting of the parliamentary scrutiny reservations, the Permanent Representatives Committee recommend that the Council adopt, as an "A" item, the Decision approving the signing1 of this Agreement.
