Subject: Adoption of a Council Decision concerning the conclusion of an Agreement aimed at renewing the Agreement for scientific and technological cooperation between the European Community and the Government of the United States of America

1. On 2 October 2003, the Commission submitted to the Council its proposal for a Council Decision concerning the conclusion of an Agreement aimed at renewing the EC/US scientific and technological cooperation Agreement1, which had originally entered into force on 14 October 1998 and expired on 13 October 2003. The Commission proposal was accompanied by an impact assessment2 of the original Agreement containing recommendations with a view to improving the EC/US science and technology cooperation.

2. Following consultation with the European Parliament, a favourable opinion was delivered on 16 December 2003 on the conclusion of this Agreement.

3. The Research Working Party, having also examined the impact assessment and having taken note of the Commission's response to it, has reached agreement on the draft Council Decision.
