When York University vice-chancellor Ron Cooke wanted a word this week with the city's MP, Hugh Bayley, who lives on the same street, he found a neighbourly chat harder than he thought. Sixteen feet of water now separates their two houses. But this was nothing to the trials of late shift library porter, Kevin Cooper. He has been having to rely on the last boat to get home.
