The Council took note of the information given by Commissioner Loyola de Palacio on a number of issues relating to the GALILEO programme, particularly on the state of the negotiations with the United States of America, and also on the draft negotiating directives, which the Commission has just submitted, for co-operation agreements with India and Israel, as well as on the fiscal status of the Galileo Joint Undertaking in Belgium
