The Council and Commission will also make statements on trans-European networks, sustainable development and major research and development projects. The trans-European networks attempt to bring outlying regions closer to Europe's core and remove bottlenecks. Such "networks" comprise transport, energy and telecommunications infrastructure. The Commission and Council will make statements on their contribution to sustainable development.

As to research and development, the European Commission's recently launched an action plan to increase investment in European R&D to approach 3% of GDP by 2010 to close the gap with the United States.
