Gordon Brown was due to receive an honorary degree from the University of Edinburgh last Friday. But he had to postpone the ceremony as he concentrated on finalising the details of this week's spending review. Now that the announcement of the full outcome for higher education has been delayed until autumn, the university would be advised to get in quick for maximum influence.
