Far be it from us to suggest that government employees responsible for the legislative timetables of Parliament would ever stoop to an ulterior motive in creating the schedule. It is nevertheless an interesting coincidence that the House of Lords should be taking its second look at the Teaching and Higher Education Bill, when all the indications are the government will come under sustained fire over the so-called Scottish Anomaly next Tuesday. This happens to be the day when quite a few Scottish peers may have other things on their minds - Scotland play Morocco in the World Cup.
