Commission proposes new instrument for EU wide recognition of qualifications

The European Commission adopted a new proposal on 7 January, with the aim of rationalising numerous existing instruments into a single framework for the transparency of qualifications and competences.

Dubbed 'Europass', the new framework will improve accessibility, user-friendliness and visibility, says the Commission. The Europass will initially cover personal and vocational skills, language skills, experience of transnational mobility, vocational qualifications, and higher education diplomas, though additional instruments may be added in the future.

Speaking at a press conference in Brussels, Commissioner for Education and Culture, Viviane Reding, said: '[I]mproving the transparency of qualifications and competences is essential in order to increase and improve transnational mobility and make lifelong education and training a reality. [...] The success of the Lisbon strategy hinges on urgent reforms.'

Presenting the proposal, the Commission stresses that the smooth running of the new system will depend on effective coordination at both national and European level, including the immediate introduction of new information and communication technology (ICT) systems.

To this end, it proposes that implementation activities be coordinated by a single body in each country, working within a European network.
