Call for tenders for 'European knowledge society foresight' study

The European Foundation for the Improvement of living and working conditions intends to conclude a study contract for a study on 'European knowledge society foresight on living conditions, working conditions and industrial relations.' A separate study on foresight methodology is currently being carried out and a handbook will be provided to the Foundation in June 2002.

The aim of this contract is to provide the European Foundation with a study composed of the main parts as follows:

1. To prepare 'advancement indicator/s of the knowledge society' for EU countries, the US and Japan, which is based on the available statistical information and which can be used as a starting point in the foresight process. The report should give a brief description of the current situation and trends concerning major dimensions of the knowledge society such as economic, social and technological development, quality of work and life and well-functioning industrial relations.

2. To set up a temporary national foresight centre in three pilot countries for running the national foresight process concerning 'the drivers' and 'the impacts' of the knowledge society. The countries should represent different levels of 'advancement' towards the knowledge society. The national centre should be composed of at least a researcher, representatives of the government and employers' and employees' organisations and if relevant, NGOs (non-governmental organisations).

3. To coordinate the research of the national foresight centres according to guidelines jointly set up by the European Foundation and the contractor.

4. To produce, in cooperation with the national centres, national knowledge society foresights on living conditions, working conditions and industrial relations for each of the three countries and produce a synthesis foresight report.
