Philippe Busquin, European Union research commissioner, has failed to secure re-nomination by the Belgian government and will not be reappointed when his term of office expires at the end of October. Mr Busquin had signalled his wish to stay on but the nomination of Louis Michel, Belgium's foreign minister, as the country's sole commissioner was expected this week.
