Two academics have published the first in a series of pamphlets that aims to prevent members of the Scottish Parliament being controlled by the Sir Humphreys of the Scottish executive when making policy. Tom Bryce, of Strathclyde University, and Walter Humes, of Glasgow University, have produced the first of the universities' "Perspectives on Policy", focusing on policy development in school education.
