John Harwood, chairman of Heart of England training and enterprise council, has been appointed the first chief executive of the Learning and Skills Council.

Rosemarie Cowley, a legal executive with Southampton solicitors Moore and Blatch, has been elected national president of the Institute of Legal Executives.

Theatre director Sir Peter Hall is to become chancellor of Kingston University. He takes over in October from Sir Frank Lampl, former chairman of Bovis, who was the first chancellor.

Anthony Yates, partner and chief operating officer at the international law firm Baker & McKenzie, has been elected warden of Robinson College, Cambridge, from October 2001. He will succeed Lord Lewis of Newnham.

Glyn Tonge, a company director and visiting professor of biotechnology at the University of Bath, has been elected chair of governors at Southampton Institute.

Elizabeth Lyon, head of research and learning support systems at the University of Surrey, has been appointed director of the UK Office for Library and Information Networking at the University of Bath.

Mark Birkinshaw, William P. Coldrick professor of cosmology and astrophysics, University of Bristol, has been appointed to the Anglo-Australian Telescope Board.
