Treasury pressure to minimise further growth in higher education and tailor it closely to national manpower needs is revealed in this week's leaked papers to a summer think-tank attended by education ministers. The papers, made public by Jack Straw, Opposition Education Spokesman, point to a fundamental disagreement between Treasury and education ministers over manpower planning in higher education. And they contain damaging admissions both on the "progressive degradation" of leading universities and the likely ineffectiveness of contract funding in reducing overall university costs.
