It seems that the drive for universities to be more transparent in the way they cost their research is likely to be particularly probing in Scotland. A letter from the Scottish Higher Education Funding Council to the heads of higher education institutions lists the following requirement:

"(Institutions must) establish a rigorous and comprehensive approach to allocating non-staff costs, in particular with an accurate assessment of the full economic costs of their asses."
