1. The Commission transmitted to the Council, on 14 May 2004, its communication entitled "Towards a European strategy for nanotechnology"1 in which it launched a debate on the subject and suggested actions for an integrated approach to maintain and strengthen European research and development in nanosciences and nanotechnologies.
2. As a response to the Commission communication, the Research Working Party at its meeting on 10 September 2004 reached agreement, subject to final scrutiny by delegations, on draft Council conclusions as set out in the annex to the present note.
3. Subject to verifying agreement on the text, the Permanent Representatives Committee is invited to submit it to the Council ("Competitiveness") for approval on 24 September 2004.2
