Omer Dincer, a Turkish academic who last year took part in a national debate on ethics and corruption, has been stripped of his doctorate and barred from working in public life after two commissions investigated claims of plagiarism. Professor Dincer, a senior adviser to the Prime Minister and his co-author, was found to have copied large extracts for a book on business management. But he will escape the penalties because of a delay in issuing the verdicts.
