Election wish-lists eat into lottery loot

Two Scottish economists have warned that the election promises of extra money for good causes through the National Lottery is threatened by public spending pressures. Stephen Bailey and Stephen Connolly of Glasgow Caledonian University's economics department, speaking at the Scottish Economic Society's centennial conference at Stirling University, have warned that winding up the Millennium Fund in the year 2000, as well as election promises to spend more on education and health without raising taxes, will create increasing demand to use the money for general local authority expenditure.
