Selective quotation can be dangerous ("Wales wants governors not cheerleaders", 11 March). The Governance Review of the Higher Education Funding Council for Wales does indeed say that, unprompted, most contributors raised the issue of "whether HEFCW should continue to exist as a stand-alone organisation". It goes on to say that there was "a strong and unanimous view" expressed by the higher education sector that HEFCW is highly valued.

Other points in the report also require clarification. The PricewaterhouseCoopers review covers the efficiency of all education spending in Wales including, but not confined to, higher education.

The Welsh Assembly's Finance Committee review is on the financing of post-16 further and higher education, although your report could be read, misleadingly, as implying that it is about the future of HEFCW. Our evidence was about the bases of funding, efficiency of use and benefits obtained.
