The European Commission's Joint Research Centre (JRC) has published a call for tenders for the simulation of research and development investment scenarios and calibration of the impact on a set of multi-country models.
In support of the European Research Area, the European Commission's Joint Research Centre (JRC-IPTS) provides strategic intelligence and advice that can be used for the design, development, implementation and assessment of EU policies. It analyses the trends and patterns of research in industry in the Member States, human resources and education needs and the policy mix in the EU.
The activities of the JRC-IPTS cover the trajectory that leads from information collection to policy recommendations, making quantitative assessments where data is or will become available.
In order to combine the pieces of empirical insight that will be gathered and produced by these activities, the JRC-IPTS makes use of several methods and tools, including econometric models. Given the thematic, sectoral and EU governance issues that need to be covered in a forward-looking manner, it is unlikely that the use of a single model will be sufficient for the purpose of quantitative evaluation and impact assessment.
This tender aims to provide the JRC-IPTS with access to a set of state-of-the-art models that are calibrated and fine-tuned to cover the interaction between macroeconomic and microeconomic findings to the best extent possible. In building up such support, care should be taken that the construction of scenarios is transparent and replicable. The emphasis of this tender is on comparison and calibration, and not on model development.
