JAF will examine at its next meeting the draft response for the Mid-Term Review prepared by the COST Office. Upon that examination, an adjusted version will be submitted to the CSO.
Comments, in particular from delegations not represented in the JAF Group, possibly in the form of suggested amendments, should be sent to the COST Secretariat (cost@consilium.eu.int) with copies to the President (francesco.fedi@tiscali.it) and the COST Office (amayer@cost.esf.org) by 11 February 2005 at the latest.
INTRODUCTION
In order to develop the response to the Mid Term Review, which, from information from the European Commission, will take place in mid May, the attached preliminary draft has been prepared. This takes the form of a direct commentary and response to the questions posed by the independent review panel for the initial ESF proposal in 2003.
The paper also identifies supporting material which will need to be attached to the documentation.
JAF is invited to discuss, comment and advise. The document is also being sent to the ESF Executive Board as ESF, as the contractor, is the organisation which has to respond to the Commission and the Review Panel. However, it has to be recognised that this has to be a
