The SPOII/Team Leader (TL) is responsible for providing leadership for a Program Team while supporting three or more country or regional field programs in French speaking West and Central Africa with technical, programmatic, and possibly administrative assistance.  The TL also plays a leadership role in the Strategic Communication Unit (Stratcom) of the Center, and the design and implementation of Breakthrough ACTION, USAID’s flagship SBC (social and behavior change) project awarded to the Center for Communication Programs (CCP).  The Team Leader, as a Senior Program Officer II, serves as the country or regional senior manager in Baltimore, and provides overall guidance for problem solving, strategic direction, technical assistance, and donor relations as needed by field programs.  The Team Leader also provides field programs with guidance and technical leadership in the design, development, and evaluation of SBC programs.  The Team Leader travels internationally to provide technical assistance in SBC as well as on health technical areas. The Team Leader is responsible for ensuring that his/her Team is functioning effectively; that the programs managed by the team are technically and financially sound and producing the highest quality outputs; that the needs of the field are met; and that the Team is actively engaged in pursuing new opportunities.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

  • Lead and manage a Program Team that covers country and regional SBC projects in French speaking West and Central Africa including relevant program, administrative, and related research and financial staff.
  • Ensure country and regional projects are incorporating the latest social and behavior change approaches, including strategic communication, human centered design, behavioral economics, community mobilization and market science.
  • Responsible for staying abreast of health technical information related to key areas addressed by CCP including but not limited to Family Planning, HIV, malaria and diseases falling under the Global Health Security Agenda.
  • Strategize on developing best technical and management practices for Breakthrough ACTION and the Center with other Team Leaders and CCP Senior management.
  • Provide strategic guidance and technical assistance to field offices and programs, in Baltimore and West and Central Africa; provide project design support, direction and strategic planning to the team with respect to all aspects of program proposal, design, implementation, and evaluation.
  • Coordinate the various Baltimore-based functions needed for efficient operation of field programs; ensure appropriate and adequate personnel in place to manage each field program.
  • Respond to field-based staff requests for information, documents or assistance promptly.
  • Assist the field in developing subawards, contracts and purchase orders and facilitate their processing in Baltimore
  • Review, provide guidance and seek technical input on materials, strategies, workplans, project reports and budgets as needed.
  • Support and supervise team members –based in the US and in country offices overseas -  in all aspects of social and behavior change programming and management within their respective country programs.
  • Monitor field budgets and
    • ​1) ensure that Baltimore costs do not overrun (including salary allocations) and/or
    • 2) inform supervisor that Baltimore costs are in danger of overrunning or being underspent.
  • Use JHU and CCP’s best practices, policies, and applicable law to supervise a staff of 4-10 employees
  • Conduct on-going review of work based on measurable criteria in job descriptions; mentor staff to ensure program outputs are of the highest standard.
  • Serve as leader and advocate for best practices within the Breakthrough ACTION project as well as center wide.
  • Model CCP’s desired practices in knowledge management, communication, use of technology, and supervision.
  • Represent Breakthrough ACTION and CCP to policy-makers, agenda-setters, donors and Cooperating Agencies in the US and overseas, including private sector representatives, government officials, NGOs, USAID missions and other donor organizations in project countries. 
  • Ensure the team’s portfolio of programs is well documented in CCP marketing materials, Program Central and other KM tools, via the Intranet and external social media sites.   
  • Participate in at least one Community of Practice (e.g. GHSA, HIV, FP, Gender, KM)   
  • Provide team members and field offices with updates on changes to policy, procedure, best practices, funding, staffing, or any other relevant issues as they arise
  • Keep abreast of Federal, State, and Local law, as well as JHU policies as they apply to their job duties and responsibilities.
  • Develop professional networks as appropriate to your job, to include colleagues from other public, private, and non-profit organizations and share contact points with CCP’s proposal development teams.
  • Proactively explore and identify proposal development and business expansion opportunities; participate in proposal development as needed.

Qualifications:

  • Masters degree (M.A., MHS, MPH) required.
  • Six or more years of related experience required.
  • Additional relevant experience and/or training may substitute for some education.
  • Solid experience working with international projects in public health. 
  • Must have demonstrated field experience and leadership skills.
  • Must be fluent in French and English.

Preferred:

  • At least 10 years’ experience managing complex social and behavior change programs in the US or overseas and providing leadership and mentorship to teams of diverse staff.
  • Experience working on USAID funded programs.
  • Expertise in the area of Family Planning/Reproductive Health and/or malaria.
  • Background or interest in learning about and applying best practices to the Global Health Security Agenda.
  • Experience in PEPFAR reporting desirable. 
  • Experience applying human centered design or behavioral economics, in addition to Strategic Communication to SBC programs.
  • Ability to travel internationally at least 25% of time.

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
