The University has an ambitious capital programme of £1 billion over 10 years. The programme includes the development of an additional campus in Bristol’s Temple Quarter Enterprise Zone along with a major regeneration of the Clifton Campus to create an identifiable and welcoming heart to the campus for students. The Head of Capital & Appraisal is central to the effective financial decision making and delivery of this programme.

The post holder will be responsible for the financial appraisal of complex capital projects along with the post project appraisal of completed projects. They will maintain a Capital Investment Policy to ensure that the University is receiving an acceptable level of financial return for capital investments made and that the overall capital programme delivers the University’s financial return requirements to service its long-term debt funding.

They will be accountable for maintaining, forecasting and monitoring the financial performance of the 10-year Capital Programme within the constraints of the University’s Long Term Financial Plan. They are responsible for maintaining accurate cash flow forecasts in relation to all capital investment.

The post holder will ensure that all the University’s capital assets (currently £1 billion) and activity is appropriately accounted for in accordance with Accounting Standards. They will be accountable for developing a Fixed Asset Register for the £1 billion of existing assets. This includes accounting for joint venture and other partnership arrangements for the delivery of major capital projects.
