CEMML is a research, education and service unit within the Warner College of Natural Resources at Colorado State University (CSU). CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DoD) and other public lands. We provide technical support, conduct applied research, and offer career development and learning opportunities to support resource stewardship. Vandenberg Air Force Base is a 98,400 acre base located approximately 9 miles northwest of Lompoc, California. Vandenberg AFB is a Department of Defense space and missile testing base, with a mission of placing satellites into polar orbit from the West Coast using expendable boosters. Vandenberg is located on California’s “Central Coast”. The 150 square mile area midway between San Francisco and Los Angeles is surrounded by the Santa Ynez Mountains, the Pacific shore, and ranches of northern Santa Barbara and San Luis Obispo Counties. The land here juts further into the Pacific than any point in California, receiving moderate rainfall, daily fog and no snow. The hills are green in winter and turn a burnished gold in summer.

A Wildland Fire Management Specialist position is available with the Center for Environmental Management of Military Lands. The incumbent will be a Module Lead of a seven-person Interagency Wildland Fire Support Module (WSM) for the U.S. Air Force Wildland Fire Center. WSM is responsible for executing prescribed fire projects, mechanical fuel treatments, and assisting with wildfire suppression on numerous Air Force installations within the area of responsibility. This is a grassroots project which will require significant coordination and planning initially. The position is located at Vandenberg AFB, CA.
This position requires work on active military training ranges with potential risk for unexploded ordnance and other related hazards. In addition, regular travel (up to 15 weeks per year) to other Air Force installations to perform similar tasks throughout the southeast will be required.
Required Job Qualifications
- Degree in biological sciences, agriculture, natural resource management, or related disciplines appropriate to the position OR
a combination of education and experience – courses equivalent to a major in biological sciences, agriculture or natural resources management, or at least 24 semester hours in biological sciences, natural resources, wildland fire management, forestry, or agriculture equivalent to a major field of study, plus appropriate experience or additional education that is comparable to that normally acquired through the successful completion of a full 4-year course of study in the biological sciences, agriculture, or natural resources.
- Professional knowledge of natural resource management, fire ecology, fire behavior, and fire management theories, concepts, principles, and standards in a wildland fire environment.
- Knowledge of polices, techniques and practices of wildland firefighting obtained through substantial service as a primary firefighter of the Federal government or in a similar firefighting position outside of the Federal government. This is a mandatory requirement of this position.
- Fundamental knowledge of related fields of science (e.g., wildlife management, botany, hydrology, geology, archeology).
- Comprehensive knowledge of the effects of prescribed fire and fire use on natural and cultural resources to prepare complex fuels management plans.
- Knowledge of environmental laws, regulations, and policies including National Environmental Policy Act (NEPA), Clean Air Act, Threatened and Endangered Species Act, and the Wilderness Act sufficient to produce environmentally sound and defensible documents.
- Knowledge of accepted wildland fire safety practices and procedures.
- Knowledge of computer applications and software for a variety of fuels management uses.
- Ability to interact with individuals and special interest groups with diverse and potentially conflicting viewpoints regarding natural and cultural resource management priorities.
- Supervisory and program management experience.
- Meet requirements for the NWCG standards for RXB1 and ICT4, which includes an annual pack test at arduous level and fire line refresher (maintained annually).
- Must have a valid driver’s license or the ability to obtain one by the employment start date.
Preferred Job Qualifications
- Experience working in highly structured organizations, such as governmental agencies, the military or corporations, with established lines of authority, procedures and protocols.
- Experience managing moderate complexity fire programs with numerous competing objectives.
- Currently qualified for the National Wildfire Coordinating Group (NWCG) standards for Incident Commander Type 3 (ICT3), Task Force Leader (TFLD), Helicopter Crew Member (HECM), and Helicopter Manager (HEMG).
- Interagency coordination and module experience.
- Experience with ArcGIS, GPS mapping and compiling field data.

Job Duty Category Program Management Duty/Responsibility
- Primary responsibilities of the position are preparing and carrying out prescribed fire plans, fire effects, and manual and mechanical hazardous fuels treatments. The incumbent also conducts field surveys to determine the location of hazardous fuel conditions.
- Provides professional expertise in the development and implementation of multiple resource objectives. Develops fuel treatment alternatives to support management decisions while adhering to applicable laws, regulations, polices, and guidelines.
- Responsible for the smoke management program to ensure compliance with state air quality standards. Coordinates with federal, state, and local government air quality officials in their development of operational procedures and reporting requirements.
- Coordinates multi-disciplinary field studies related to fuels management program issues to determine effectiveness of treatments. Coordinates and provides transfer of findings to the appropriate personnel.
- Serves as a member of interdisciplinary team planning, developing, and implementing land management plans, compliance documents, and agreements. Provides input and recommendations strategies for fuels and fire management.
- Provides assistance to other resource program managers in the design of fuels management prescriptions and implementation plans. Provides information on fuels management methods to enhance, restore and protect ecosystems.
- Develop work plans for prescribed fire and mechanical fuel projects, managing crew availability and readiness, managing fire cache, reporting documentation, and coordinating with regional leadership.
- Coordinate with Air Force Installation staff to ensure wildland fire program objectives and goals are being met in accordance with the Air Force Integrated Natural Resource Management Plan.
- Implements and administers prescribed fire activities, wildland fire use, and fuel management activities to ensure targets are achieved, management objectives are met and mitigation measures are adequate. Monitors fire behavior, evaluates fire effects, identifies potential problems and takes appropriate action.

- Serve as Module Lead of a multi-person Interagency Wildland Fire Support Module (WSM).
- Provides technical and administrative supervision to the module. Plans and directs overall work to be accomplished by subordinate supervisors, sets and adjust priorities, and prepares schedules for completion of work. Finds ways to improve production or increase the quality of work directed.
- Ensures AF and interagency agency policies are followed during wildland fire operations throughout the planning and implementation process.
Percentage Of Time 30% Job Duty Category Operations and Safety Duty/Responsibility
- Serves on prescribed fire and fuels projects in positions for which qualified. Technically administers all aspects of the prescribed fire/fuels plan, ensuring that preparation, ignition, holding, mop-up, and rehabilitation are completed to the specified standards.
- Supports wildfire suppression efforts in initial attack and in follow-up actions to safely and effectively control wildfires in accordance with the identified appropriate management response.
- Operates/maintains a variety of motor vehicles to transport equipment, supplies, crew members, etc.
- Will meet and maintain National Wildfire Coordinating Group (NWCG) standards.
- Ensures own and others welfare and safety in all aspects of project implementation. Identifies training needs of the module and participates in prescribed fire and fuels management, and wildland fire and safety training in the techniques, practices, and methods of fire suppression.
- Leads and participates in preparedness reviews, proficiency checks and drills, safety sessions, and after action reviews.
