Description of Work Unit
CEMML is a research, education and service unit within the Warner College of Natural Resources at Colorado State University (CSU). CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DoD) and other public lands. We provide technical support, conduct applied research, and offer career development and learning opportunities to support resource stewardship. Vandenberg Air Force Base is a 98,400 acre base located approximately 9 miles northwest of Lompoc, California. Vandenberg AFB is a Department of Defense space and missile testing base, with a mission of placing satellites into polar orbit from the West Coast using expendable boosters. Vandenberg is located on California’s “Central Coast”. The 150 square mile area midway between San Francisco and Los Angeles is surrounded by the Santa Ynez Mountains, the Pacific shore, and ranches of northern Santa Barbara and San Luis Obispo Counties. The land here juts further into the Pacific than any point in California, receiving moderate rainfall, daily fog and no snow. The hills are green in winter and turn a burnished gold in summer.

The incumbent will operate heavy equipment to support wildland fire management constructing and maintaining fire and fuel breaks, roads and trails and perform mechanical fuel reduction treatments with a masticator for wildfire prevention/control. Equipment Operators operate and perform preventative maintenance on vehicles and heavy equipment such as bulldozers, motor-graders, skid steers, heavy duty transports, and trucks. Operators not currently qualified in wildland fire will be trained in firefighting and the use of heavy equipment in wildland fire management. Incumbent will be a member of a Wildland Fire Support Module (WSM) for the U.S. Air Force Wildland Fire Branch based at Vandenberg AFB, CA. WSM is responsible for executing prescribed fire projects, mechanical fuel treatments, and assisting with wildfire suppression on numerous Air Force installations within the area of responsibility. This positions is located at Vandenberg AFB, CA.
This position requires work on active military training ranges with potential risk for unexploded ordnance and other related hazards. In addition, regular travel (up to 15 weeks per year) to other Air Force installations to perform similar tasks throughout the area of responsibility is required.
Required Job Qualifications
The successful candidate must be legally eligible to work in the U.S. by proposed start date; CEMML will not provide visa sponsorship for this position.
- A High School Diploma, General Education Development (GED), or equivalent is required.
- A minimum of two year’s work experience running and maintaining heavy equipment
- Experience running and maintaining heavy equipment such as Dozers, Tractor Plow, Motor Graders, Skid Steers, Tracked vehicles, Masticators, and Tractors.
- Physically able to work outdoors and perform strenuous labor under all weather conditions (e.g., heat and humidity). Able to lift 40 pounds repeatedly.
- The successful candidate must have or be able to obtain a driver’s license and a Class B commercial driver’s license within 6 months of employment
Preferred Job Qualifications
- Experience in wildland fire management
- Meet requirements for the National Wildfire Coordinating Group standards for Fire Fighter Type 2, which includes an annual pack test at arduous level and fire line refresher (maintained annually).
- State or Nationally qualified as Tractor Plow Operator (TPOP)
- Qualified as Helicopter Crew Member (HECM) and Plastic Sphere Dispenser Operator (PLDO)
- Experience in the operation and maintenance of heavy equipment in wildland fire and forestry practices is desired (i.e. Tractor Plow, Skid Steer, Masticator, hauling equipment, etc.)
- Experience with prescribed fire and wildfire suppression, familiarity with ecosystems and fire regimes of California is highly preferred.
- Degree in natural resource management or related field.

Job Duty Category Fire Operations Duty/Responsibility
Technically administers all aspects of the prescribed fire/fuels plan, ensuring that preparation, ignition, holding, mop-up, and rehabilitation are completed to the specified standards. Monitors fire behavior, evaluates fire effects, identifies potential problems and makes recommendations. Supports wildfire suppression efforts in initial attack and in follow-up actions to safely and effectively control wildfires in accordance with the identified appropriate management response. Operates and maintains equipment to support firing operations and suppression activities such as chainsaws, and firing devices. Will meet and maintain National Wildfire Coordinating Group (NWCG) standards.

Construct and maintain fire and fuel breaks, roads and trails. Perform mechanical fuel reduction treatments with masticator for wildfire prevention/control. Operates and maintains a variety of motor vehicles to transport equipment, supplies, and crew members. Operates and maintains specialized equipment to support firing operations and suppression activities such as ATVs, UTV’s, engines, bulldozers, farm tractors, and swamp buggies.
Operates heavy equipment during fire control activities, taking into consideration such factors as soil conditions, terrain, type and movement of equipment, time requirements and fuel management; and checks out terrain in order to facilitate fire control.
Operates and maintains heavy equipment to control fires and to construct fire lines, fuel breaks, roads and trails.

Participates in drafting prescribed fire/fuels management plans following the interagency template. Prepares and reviews plans and or plan components such as annual operating plans, training plans, fire suppression plans, safety plans, and individual projects plans.
Percentage Of Time 10 Job Duty Category Land Management Duty/Responsibility
Incumbent will assist implementing land management plans which will include timber marking, RCW monitoring, herbicide applications, and road work. Other duties assigned to this position will include compiling and utilizing environmental and ecological data using personal data assistants (PDA) and ArcPad software, collecting data in post burn areas using a PDA, and ensuring that information collected gets turned in to proper personnel to get downloaded into a database.

Participates in wildland fire and safety training in the techniques, practices, and methods of fire suppression and in the safe, efficient operation and use of tools, equipment, and vehicles used in fire suppression activities, with emphasis on those used for the particular function assigned. Participates in preparedness reviews, proficiency checks and drills, safety sessions, and after action reviews. Ensures own and others welfare and safety in all aspects of the assignment.
